Emergency and Non-Clinical Services. Exceptions to provider certification standards may include emergency medical services and non-clinical services or as otherwise requested by the IHCP and approved by the MCO. Excluded Providers All third party providers utilized by the IHCP must not be excluded from participation in federal health care programs under either section 1128 or section 1128A of the Social Security Act. Except for emergency services, Medicaid payment is not available for excluded providers. The Department or its designee will audit the IHCP for compliance with the above provider standards.
