EMPLOYMENT OUTSIDE OF STATE GOVERNMENT. An employee who wishes to perform other employment outside of state government shall secure approval in advance. Permission shall not be unreasonably withheld as long as such outside employment does not conflict with the employee’s state employment nor with the employing agency’s procedures limiting such outside employment.
