Estimated bill. An estimated bill may be rendered if a master meter, submeter, or point-of-use submeter has beentampered with, cannot be read, or is out of order; and in such case, the bill must be distinctly marked as an estimateand the subsequent bill must reflect an adjustment foractual charges.
