Excavated Fill. Excavated fill material shall be placed in a stable upland location where it cannot deliver to a stream or wetland. To minimize the potential for material to enter the watercourse during the winter period, all excavated and relocated fill material shall be contoured (to drain water) and compacted to effectively incorporate and stabilize loose material into existing road and/or landing features.
