Factors Affecting Allowable Costs. To be allowable under a Department grant, costs shall be: a. adequately documented; b. necessary and reasonable for proper and efficient performance and administration; c. authorized and not prohibited under state or local laws or regulations; d. accorded consistent treatment. A cost may not be assigned to a Department grant as a direct cost if any other cost incurred for the same purpose in like circumstances has been allocated to other awards as an indirect cost; e. determined in accordance with Generally Accepted Accounting Principles (GAAP), except as otherwise provided for in this guideline; and f. the net of all applicable credits.
