Failure to Meet Timelines. The grievance shall be considered resolved if one of the parties has not responded before the time period for appealing has passed. Failure at any step of this procedure to communicate the decision on a grievance within the specified time limits (unless extended by written mutual agreement) shall permit the aggrieved to proceed to the next level.
