Field Level Labor-Management Relations Committees. A. In addition to the national LMRC, committees will be established at the field level (e.g., DFO or equivalent level) to support the objectives of this Article. Field LMRCs will meet four (4) times every calendar year for no longer than one (1) regular work day at space provided by CBP management. The committees may also meet at other times as the parties find mutually agreeable. B. The parties will furnish each other, no later than seven (7) calendar days prior to the scheduled date of the meeting, a written agenda of items to be discussed. Matters not on the agenda can be discussed by mutual consent. Either party may place Port specific issues on the agenda if attempts to resolve the issue have been exhausted at the local level. Absent mutual agreement, grievances and other forms of litigation will not be discussed in the LMRC. C. NTEU will be represented by a maximum of six (6) and a minimum of four (4) unit members on any field LMRC. Representatives from the NTEU National Office and CBP Headquarters may attend any field LMRC meeting. Their attendance will not count towards the field LMRC structure. The Parties may agree to have more or less participants by mutual agreement. D. Field LMRC meetings will be held during normal duty hours, and all participating unit employees shall be on official time. E. Field LMRC bargaining unit members will be reimbursed travel and per diem in accordance with the Federal Travel Regulations.
