Focused and Responsive WLC Structure. To support school-based autonomy, decision-making, and flexibility, a community-based governing body called the Wilmington Learning Collaborative Council (“WLC Council”) will be created, which will employ a focused staff (the WLC Team) to provide dedicated support to WLC schools. The goal of the structure is to ensure schools leverage their flexibility and resources to improve student achievement and wellness, support and empower educators and leaders, and engage families and communities. The WLC Team and the WLC Council, upon creation, will engage in an open and honest needs assessment of both district and school practices impacting city students and a root cause analysis; this will be a foundation of the WLC’s planning and work.
