Franchise Not to Limit City’s or Company’s Rights. Nothing in this Franchise prohibits the City from becoming an aggregator of utility service or from selling utility service to customers should it be permissible under law, nor does it affect the Company’s rights and obligations pursuant to any Certificate of Public Convenience and Necessity granted by the PUC.
