GENERAL PROCEDURES FOR LAYOFFS. The Board will determine whether layoffs are necessary, which decision will not be made in an arbitrary or capricious manner. If it is determined that layoffs are necessary, employees will be laid off in the following order: 1. Probationary employees; 2. Employees in an affected job classification in seniority order.
