Finally, another important goal of the Dutch government is to keep elderly as independent as possible, living in their own environment with the help of first the informal and then, when needed, formal caregivers. The VSP will possibly stimulate this independence and sense of autonomy and stimulates living at home for a longer period.

Connect between governments: • Norms, values and standards of Social Contract 2020 are designed as connections among governments. To maintain the Social Contract 2020, it is essential to establish a Democratic Alliance for Digital Governance. The first countries of the Alliance should include US, Canada, UK, Germany, France, India, Australia, Japan.

Governments. UNDP’s primary partner, stakeholder and client for capacity building are Eastern Caribbean Governments – at sub-regional, national and local levels. M-CPAP programme results will focus on building capacity in government ministries and agencies in Barbados and the OECS. These institutions will, subject to capacity assessments, be the main implementing partners in the programme. This should ensure ownership and sustainability of results. The Ministry of Finance or other Ministry designated as the Government’s Focal Point and Coordinating Authority for UNDP in the programming countries will play a key role in the M-CPAP implementation, overall policy direction and the lead in monitoring progress towards expected results.
Governments right to take remedial measures In the event the Technology Partner does not maintain and/or repair the Trains in conformity with the provisions of this Agreement and the Maintenance Manual, and fails to commence remedial works within 15 (fifteen) days of receipt of a notice in this regard from the Government, the Government shall, without prejudice to its rights under this Agreement including Termination thereof, be entitled to undertake such remedial measures at the risk and cost of the Technology Partner, and to recover its cost from the Technology Partner. In addition to recovery of the aforesaid cost, a sum equal to 20% (twenty per cent) of such cost shall be paid by the Technology Partner to the Government as Damages.
