The Minister and the board of trusteesBoard, through the Chair, are committed to a strong Agency LCBO that is empowered to fulfill its statutory mandate efficiently and effectively. They share the goal of establishing and maintaining a co-operative relationship that facilitates the efficient administration of the Agency LCBO and fulfillment of its statutory responsibilities. f. The Agency LCBO and the Ministry agree to avoid duplication of services wherever possible. g. The Agency LCBO and the Ministry will work together in a mutually respectful manner. h. The LCBO shall conduct its affairs and operations with a focus on ensuring the best interest of Ontario taxpayers and citizens are considered, including giving consideration to providing choice and convenience for Ontario consumers. i. The LCBO shall conduct its affairs with a focus on ensuring red tape burden reduction is a priority for all internal and external processes.

This includes recognizing and respecting the regulatory requirement of the CRTC that the Agency be independent to the extent required by the Direction to the CRTC for broadcasting purposes (Order-in-Council P.C. 1985-2108), as amended. No requirement under this MOU will result in the abrogation of the independence. d. The Board of Directors acknowledge that it is accountable, through the Minister, to the Legislative Assembly in exercising its mandate. The Board acknowledges that it is accountable, through the Minister, to the Legislative Assembly to fulfill the Agency’s legislative objects, in advancement of the policy priorities established and communicated in writing by the Minister. e. The Minister recognizes that the Agency plays a meaningful role in providing information and feedback to support the development of the policies and programs of the Government, as well as in the implementation of those policies and delivery of programs consistent with is objects and mandate. f. As a part of government, however, not organizationally part of the Ministry, the Agency maintains operational flexibility in its day to day functions. Each will support the other in fulfilling its respective mandate and agree to share pertinent information and expertise in order to both avoid duplication of effort and cost and to ensure a coordinated, seamless and efficient experience for business investors. g. j. The Agency shall ensure regular reporting and communications are provided to the Ministry will work together on the timelines set by this MOU. k. It is acknowledged and understood by both parties that nothing in a mutually respectful mannerthis MOU shall be constructed as limiting the Minister’s discretionary authority under the Constituting Instrument and that in accordance with this authority, the Minister may amend, limit, revoke, or rescind any Letter of Direction to the Agency under section 22 of the Act and/or issue additional Letters of Direction to the Agency at any time.

The Minister recognizes the Board has full authority to determine ROM collecting, programming, educational and research policies in accordance with the objects of the Act.

The Minister recognizes acknowledges that the Agency exercises powers and performs duties in accordance with its legal mandate under the Centennial Centre of Science AgriCorp Act, the Crop Insurance Act and Technology the Grains Act. b. The Minister recognizes acknowledges that the Agency plays a meaningful role in the development of the policies and programs of the Government of Ontario, Ontario as well as in the implementation of those policies and the delivery of programsthose programs as set out in the AgriCorp Act, the Crop Insurance Act and the Grains Act. c. C. The board of trustees acknowledge Chair acknowledges that it is accountable, through the Minister, to the Legislative Assembly in exercising its mandate. E. The Minister and the board of trustees, through the Chair, Chair are committed to a strong Agency that is empowered to fulfill its statutory mandate efficiently and effectively. They share the goal of establishing and maintaining a co-operative relationship that facilitates the efficient administration of the Agency and fulfillment of its statutory responsibilities. f. X. The Minister and Chair acknowledge that the timely exchange of information and effective consultation, both between them and between the Ministry and the Agency, are essential in discharging their respective responsibilities under this MOU. G. The Agency is responsible for operational decisions in the delivery of Ministry programs. At the same time, however, the Minister remains accountable to Cabinet and the Legislature for the quality and efficiency of program delivery and therefore has direct responsibility in implementing reasonable measures to oversee the effectiveness and efficiency of the Agency’s operations. X. The Minister recognizes that the Agency’s program administrative operating decisions are to be made independent of direct Ministry control. The Agency acknowledges that its decisions in these areas must also be in compliance with all applicable legislation, regulations, Government of Ontario and Minister’s directives and agreements. Decisions relating directly to individual files for which the Agency is responsible to administer must be made, and seen by the public to be made, independent from the Ministry. I. The Agency may enter into new business ventures delivering other agricultural and food programs for the Government of Ontario, the Government of Canada or the private sector, provided those ventures are consistent with the provisions of the AgriCorp Act, other applicable legislation, regulations, Government of Ontario and/or Ministerial directives and agreements and the Agency receives the prior written approval from the Minister. The process by which the Agency shall obtain the Minister’s prior written approval shall be set out in the Operational Agreement. X. The Agency and the Ministry agree to avoid the duplication of services wherever possible. g. K. The Agency and the Ministry will work together in a mutually respectful manner.

(a) The Minister recognizes that Ministry and the Agency Trust share a common objective, which is the conservation, protection and preservation of the heritage of Ontario. To achieve this objective, the Ministry and the Trust have separate but complementary roles and relationships both within the Government and with heritage stakeholders. (b) The Trust is a statutory entity which exercises powers and performs duties in accordance with its legal mandate under the Centennial Centre of Science and Technology Act. b. (c) The Minister recognizes that Ministry is responsible for supporting the Agency plays a meaningful Minister’s role in administering the Act and in determining policies, priorities and programs for the conservation, protection and preservation of the heritage of Ontario. The Ministry will consult with the Trust on the research and development of such matters as may be appropriate. As set out in subsection 10(1) of the Act, the Trust is responsible for the development of programs and services in support of the Minister’s policies and programs priorities for the conservation, protection and preservation of the Government heritage of Ontario, as well as in the implementation of those policies and delivery of programs. c. (d) The board of trustees acknowledge that it Trust operates at arm’s length from the Government, and within the policy parameters set out by the Government. (e) The Trust is accountableaccountable to the Minister and, through the Minister, to the Legislative Assembly in exercising fulfilling its mandate. (g) The Ministry and the Trust are committed to working collaboratively toward the achievement of their common objective while having regard for their separate but complementary roles. (h) The Minister and the board of trustees, through the Chair, are committed to a strong Agency that is empowered to fulfill its statutory mandate efficiently and effectively. They share the goal of establishing and maintaining a co-operative relationship that facilitates the efficient administration of the Agency and fulfillment of its statutory responsibilities. f. The Agency and the Ministry agree Chair commit to avoid any duplication of services wherever possible. g. The Agency and agree to ensure that all services are consistent with the Government’s policy direction and the Ministry will work together in a mutually respectful mannerAct.

The Minister Solicitor General recognizes the independence of the Commission in the exercise of its statutory functions, as specified in the CSPA and its regulations, and further recognizes the need for the Commission's regulatory decisions to be made, and be seen by the public to be made, independently and impartially. c. The Solicitor General recognizes that the Agency Commission plays a meaningful role in providing input into the development of the policies and programs of the Government of OntarioGovernment, as well as in the implementation of those policies and delivery of programs. c. d.
