HANDLING OF NEW ISSUES. A. Matters of collective bargaining import not covered by this Agreement may, during the life of the Agreement, be handled in the following manner: 1. By the Committee: With respect to matters not covered by this Agreement which are proper subjects for collective bargaining, the Committee agrees that it will make no changes without prior notice and, where required by applicable state and/or federal law, negotiation with the Federation.
