Hearing Officer Recommendation. 21 In the event a hearing officer conducts the hearing, a recommended decision shall be forwarded to the 22 Board of Trustees. The Board of Trustees, may at its discretion, accept the hearing officer’s decision or 23 reject the decision or modify the decision. If the Board imposes a more severe penalty than the hearing 24 officer recommends, it must review the record of the hearing.
