HIRING CONSULTANTS. If the Municipality intends to hire a consultant using funds from MaineDOT, the Municipality shall use a qualifications-based selection in accordance with 23 CFR part 172 and Chapter 2 of the LPA Manual, “Hiring Consultants,” as set out below. Using price as a ranking factor shall make consultant work ineligible for reimbursement. The Municipality shall obtain MaineDOT’s written approval of any contract or contract modification. Work performed without such approval shall be ineligible for reimbursement. Applicable provisions of MaineDOT’s Consultant General Conditions shall govern such work. The Municipality shall fill out a standard Consultant Evaluation Form upon completion of its contract with any consultant. A copy of the completed form shall be provided to MaineDOT.
