Improper Condition on Employment. Improper condition on employment is when the comment or conduct: • is accompanied by a reward, or the express or implied promise of a reward for the compliance, or • is accompanied by reprisal, or the express or implied threat of reprisal, for refusal to comply, or • is accompanied by the actual denial or threat of denial of opportunity for refusal to comply, or • has the effect of creating an intimidating, hostile or offensive environment.
