Incumbent Local Exchange Carrier. (ILEC) - any local exchange carrier that was as of February 8, 1996, deemed to be a member of the Exchange Carrier Association as set forth in 47 C.F.R. §69.601(b) of the FCC's regulations.

Incumbent Local Exchange Carrier. (In- cumbent LEC). ‘‘Incumbent LEC’’ has the same meaning as that term is de- fined in § 51.5 of this chapter.

  • Local Interconnection Data Exchange for Billing 7.7.1 There are certain types of calls or types of Interconnection that require exchange of Billing records between the Parties, including, for example, alternate billed and Toll Free Service calls. The Parties agree that all call types must be routed between the networks, accounted for, and settled among the Parties. Certain calls will be handled via the Parties' respective operator service platforms.
