Interconnection in Additional LATAs. 3.10.1 If CLEC determines to offer Telephone Exchange Service within SBC ILLINOIS' service areas in any additional LATA, CLEC shall provide written notice to SBC ILLINOIS of its need to establish Interconnection POI(s) within such LATA pursuant to this Agreement. 3.10.2 The notice provided in Section 3.10.1 shall include for each LATA a Network Information Sheet-NIS (See CLEC to SBC NETWORK INFORMATION SHEET Attachment # 1) and a Forecast. For a joint planning meeting to be convened, the NIS will be filled out with the following minimum information: (i) Roman Numeral I, Items 1, 2, and 5 completely filled out, and (ii) a non-binding forecast of CLEC's trunking requirements. 3.10.3 Unless otherwise agreed by the Parties, the Parties shall designate the CLEC Switch Center CLEC has identified as its initial Routing Point in the LATA as the ATIWC in that LATA and shall designate the SBC ILLINOIS Tandem(s) Office Wire Center within the LATA nearest to the ATIWC (as measured in airline miles utilizing the V&H coordinates method) as the SBC ILLINOIS Interconnection Wire Center AIWC in that LATA. 3.10.4 The Interconnection Activation Date in each new LATA shall be mutually established based on then-existing force and load, the scope and complexity of the requested Interconnection and other relevant factors. The Parties acknowledge that, as of the Effective Date, the average interval to establish Interconnection via Collocation or Fiber-Meet is one hundred and fifty (150) calendar days. Unless otherwise agreed to by the Parties, the interconnection Activation Date in each new LATA or each new Interconnection Point within a LATA shall be the earlier of: (1) the date mutually agreed by the Parties which time shall be reasonably related to the actual time needed for activation, (2) the date that is a maximum of one- hundred and fifty (150) calendar days after the date on which CLEC delivered notice to SBC ILLINOIS pursuant to Section 3.10.1. The Parties acknowledge that circumstances may affect their ability to activate the interconnection within the 150 day period. Either Party may request that the 150 day period be expanded by giving notice to the other Party of a circumstance requiring expansion. Upon receipt of such notice, the Parties agree to meet and agree upon a modified activation due date. Within ten (10) business days of SBC ILLINOIS’ receipt of CLEC’s notice, SBC ILLINOIS and CLEC shall confirm the SBC ILLINOIS Interconnection Wire Center, the CLEC Interconnection Wire Center and the Interconnection Activation Date by mutually agreeing to a Trunk Plan.

For a joint planning meeting to be convened, the NIS will be filled out with the following minimum information: (i) Roman Numeral I, Items 1, 2, the initial Routing Point Covad has designated in the new LATA; (ii) Covad's requested Interconnection Activation Date (and 5 completely filled out, related milestone dates in accordance with the format in Schedule 3.0); and (iiiii) a non-binding forecast of CLECCovad's trunking requirements. 3.10.3 4.4.3 Unless otherwise agreed to by the Parties, the Parties shall designate the CLEC Switch Center CLEC Wire Center(s) Covad has identified as its initial Routing Point Point(s) in the LATA as the ATIWC Covad-IP(s) in that LATA and shall designate the SBC ILLINOIS Tandem(smutually agreed upon BA Wire Center(s) that houses a Tandem Office Wire Center within the LATA nearest to the ATIWC Covad-IP (as measured in airline miles utilizing the V&H coordinates method) as the SBC ILLINOIS Interconnection Wire Center AIWC BA-IP(s) in that LATA, provided that, for the purpose of charging for the transport of traffic from the BA-IP to the Covad-IP, the Covad-IP shall be no further than an entrance facility away from the BA-IP. 3.10.4 4.4.4 The Interconnection Activation Date in Parties shall agree upon an addendum to Schedule 3.0 to reflect the schedule applicable to each new LATA shall be mutually established based on then-existing force and loadrequested by Covad; provided, the scope and complexity of the requested Interconnection and other relevant factors. The Parties acknowledge thathowever, as of the Effective Date, the average interval to establish Interconnection via Collocation or Fiber-Meet is one hundred and fifty (150) calendar days. Upon receipt of such notice, the Parties agree to meet all complete and agree upon a modified activation due dateaccurate trunk orders and routing information. Within ten (10) business days of SBC ILLINOIS’ BA's receipt of CLEC’s Covad's notice, SBC ILLINOIS BA and CLEC Covad shall confirm the SBC ILLINOIS Interconnection Wire CenterBA-IP, the CLEC Interconnection Wire Center Covad-IP and the Interconnection Activation Date for the new LATA by mutually agreeing attaching an addendum to a Trunk PlanSchedule 3.0.

For a joint planning meeting to be convened, the NIS will be filled out with the following minimum informationinclude: (i) Roman Numeral Iaddress of the initial AT&T Switch Center POI(s) AT&T has designated in the new LATA, Items 1, 2, and 5 completely filled out(ii) AT&T's requested Interconnection Activation Date, and (iiiii) a non-binding forecast of CLECAT&T's trunking requirements. 3.10.3 Unless otherwise agreed by the Parties, the Parties shall designate the CLEC AT&T Switch Center CLEC AT&T has identified as its initial Routing Point in the LATA as the ATIWC in that LATA and shall designate the SBC ILLINOIS Tandem(s) SBC-AMERITECH Tandem Office Wire Center within the LATA nearest to the ATIWC (as measured in airline miles utilizing the V&H coordinates method) as the SBC ILLINOIS SBC-AMERITECH Interconnection Wire Center AIWC in that LATA. 3.10.4 The Interconnection Activation Date in each new LATA shall be mutually established based on then-existing force and load, the scope and complexity of the requested Interconnection and other relevant factors. The Parties acknowledge that, as of the Effective Date, the average interval to establish Interconnection via Collocation or Fiber-Fiber- Meet is one hundred and fifty (150) calendar days. Unless otherwise agreed to by the Parties, the interconnection Activation Date in each new LATA or each new Interconnection Point within a LATA shall be the earlier of: (1) the date mutually agreed by the Parties which time shall be reasonably related to the actual time needed for activation, or (2) the date that is a maximum of one- one-hundred and fifty (150) calendar days after the date on which CLEC AT&T delivered notice to SBC ILLINOIS SBC-AMERITECH pursuant to Section 3.10.1. The Parties acknowledge that circumstances may affect their ability to activate the interconnection within the 150 day period. Either Party may request that the 150 day period be expanded by giving notice to the other Party of a circumstance requiring expansion. Upon receipt of such notice, the Parties agree to meet and agree upon a modified activation due date. Within ten (10) business days of SBC ILLINOIS’ SBC-AMERITECH’s receipt of CLECAT&T’s notice, SBC ILLINOIS SBC-AMERITECH and CLEC AT&T shall confirm the SBC ILLINOIS Interconnection Wire CenterAIWC, the CLEC Interconnection Wire Center ATIWC and the Interconnection Activation Date by mutually agreeing to a Trunk Plan. Notwithstanding the current average interval to establish Interconnection by Collocation, SBC-AMERITECH will make its best effort to meet AT&T’s requested Interconnection Activation Date.
