Job Market Stress. Between January 1 and January 15 of each year, representatives from MSCF and the system office shall meet and mutually agree on disciplines/program areas that are suffering job market stress. For those disciplines/program areas identified, the step placement process shall be waived and new hires may be placed on any step within the appropriate column.
