Laws, Regulations, and Policies. In the administration of all matters covered by this Agreement, officials and Employees are governed by: a) Existing or future laws; and b) Government-wide rules or regulations in effect upon the effective date of this Agreement not in conflict with this Agreement; and c) Government-wide rules or regulations issued after the effective date of this Agreement not in conflict with this Agreement; and d) Government-wide rules or regulations issued after the effective date of this Agreement when in conflict with this Agreement but only to the extent the conflicting rule or regulation implements 5 U.S.C. 2302; and e) USDA or AMS rules, regulations, and directives not in conflict with this Agreement. f) Subsequently published policies, rules, and regulations which are not in conflict with this Agreement, which are required by law, or which are authorized by the terms of a controlling agreement at a higher Agency level. The effect of such changes as they affect the personnel policies and conditions of employment of Employees in the unit shall be negotiated, if appropriate, and if requested by the Union.
