14.1 The Department has appointed the Director of Further Education as the Lead Official to manage the relationship with the College and ensure effective partnership working. Engagement between the Department and the College will be co-ordinated, collaborative and consistent. A clear sense of collaboration and partnership will be communicated to staff in both the Department and the College in order to promote mutual understanding and support. The Lead Official is responsible for and supported by FE Division as the Partner Team for the College and the wider FE sector which includes responsibility for financial management, data, governance and accountability. The team, in consultation as necessary with the Departmental Accounting Officer, is the primary source of advice to the Minister on the discharge of ministerial responsibilities in respect of the College, and the primary point of contact for the College in dealing with the Department. FE Division shall carry out its duties under the management of the Lead Official.
14.2 The Lead Official shall advise the Departmental Accounting Officer and/or Minister on: • an appropriate framework of objectives and outcomes for the College in the light of the Department’s wider strategic aims and PfG outcomes; • an appropriate budget for the College in light of the Department’s overall public expenditure priorities; and • how well the College is achieving its strategic objectives and whether it is delivering value for money.
14.3 The Lead Official has a clear understanding of the College’s responsibilities for policy implementation/operational delivery and the relevant audiences/stakeholders involved, however, this does not include being policy lead for all policy areas relating to the College’s business.
14.4 The Lead Official will ensure that where there are Departmental staff changes in key roles, time is taken to ensure a full understanding of the College’s business and challenges. DRAFT

10.1 DfI has appointed a lead senior official, the Director of Public Transport Operations (PTO), to manage the relationship with NITHC and ensure effective partnership working. Engagement between DfI and NITHC will be co-ordinated, collaborative and consistent. Lead Official. 10.1 The DOH has appointed The Chief Nursing Officer as the lead senior official to manage the relationship with PCC and ensure effective partnership working. Engagement between the Department and PCC will be coordinated, collaborative and consistent. A clear sense of collaboration and partnership will be communicated to staff in both the Department and PCC in order to promote mutual understanding and support. The lead senior official is the Chief Nursing Officer, supported by the Grade 7 from Sponsor Branch. The Finance business partner in DoH is the ‘Grade 7 Accountant’ within DoH Finance Directorate.
10.2 The lead senior official is the policy lead for the policy area relating to PCC’s business and has a clear understanding of PCC’s responsibilities for policy implementation/operational delivery and the relevant audiences/stakeholders involved.
10.3 The lead senior official will ensure that where there are departmental staff changes, time is taken to ensure they have a full understanding of PCC’s business and challenges.
10.4 The lead senior official(s) in PCC Sponsor Branch will function as the primary, but not exclusive, channel for engagement between the Department and PCC. To maximise engagement and reduce the impact of limiting factors (time, policy/function area, roles and responsibilities), direct engagement between PCC and other departmental colleagues is encouraged, with PCC Sponsor Branch appraised.

The lead senior official will be supported by the Director of Public Inquiries and Public Safety (PIPS) and the Head of Sponsorship of Public Safety and Inquiries Branch (SPSI). If an event arises and the lead senior official is not contactable the enquiry can be raised with the next appropriate senior official.

Engagement between the Department and TNI will be co-ordinated, collaborative, and consistent. 11.2 The lead senior official is the policy lead for the policy area relating to TNI’s business and has a clear understanding of TNI’s responsibilities for policy implementation/operational delivery and the relevant audiences/stakeholders involved. They are supported by the Partner Team which includes Tourism & Telecoms Division Finance, and by key contacts within the wider Department such as Finance Division and Corporate Governance Division, and others as required.
11.3 The lead senior official will ensure that where there are departmental staff changes, time is taken to ensure they have a full understanding of TNI’s business and challenges.
Lead Official. 11.1 XxX has appointed the Director of Entrepreneurship and Partnership Division to manage the relationship with Invest NI and ensure effective partnership working. Engagement between the Department and Invest NI will be co-ordinated, collaborative and consistent. A clear sense of collaboration, co-design and partnership will be communicated and implemented to staff in both DfE and Invest NI in order to promote mutual understanding and support. The DfE Partner Team shall carry out its duties under the management of the Director of Entrepreneurship and Partnership Division, who shall have primary responsibility for overseeing the activities of Invest NI.
11.2 In performing the duties listed below, the DfE Partner Team may seek support and advice from all DfE directorates as required. The Partner Team, with support from DfE Finance Division, shall advise the Minister on: • an appropriate framework of objectives and targets for Invest NI in light of the Department’s strategic policies, Ministerial priorities, current Executive commitments and the Departmental Business Plan; • an appropriate budget for Invest NI in the light of the Department’s overall public expenditure priorities; and • how well Invest NI is achieving its strategic objectives and whether it is delivering value for money.
11.3 The DfE Partner Team, with support from DfE Finance Division and the DfE Policy Directors shall support the Departmental Accounting Officer • ensure that, whenever possible, it signposts / directs the respective DfE policy staff who are developing new policies to the appropriate Invest NI division(s) at the earliest stage in the policy development cycle; • ensure that the Department provides written guidance to Invest NI, to ensure that decision-makers within the organisation understand and can operationally deliver all aspects of the Department’s strategic policies and Ministerial priorities; • ensure that the DfE Central Policy Unit proactively engages with Invest NI to promote better partnership working as the Department develops policies; • ensure that all DfE Grade 5s who are developing policy are aware of the latest Invest NI organisational structure and is in a position to direct DfE staff to their appropriate counterpart(s) in Invest NI; and • When identified, ensure that policies being developed by other NICS Departments, which impact upon the work of Invest NI, are brought to the attention of the appropriate Invest NI senior management and if necessary, the Bo...
