Leave Assessments. Leave assessments will be made on an hour for hour basis. However, for Borough internal accounting purposes, the average wage of Employees at the beginning of the fiscal year (July 1st) for the subsequent fiscal year will be used. When business leave is used in accordance with section 3.06(D), hours will be withdrawn from the Union Business Leave Bank equal to the hours used by the Employee. The Employee shall suffer no loss in benefits when utilizing hours from the Union Business Leave Bank.
