Leave for Negotiating and Other AFSCME Activities. A. Alternates who are not substituting for absent Committee members shall have the right to use accrued annual or compensatory leave or to request unpaid leave for the purpose of attending negotiating sessions. Such leave shall not impede the operations of the University or be unreasonably denied.
