(a) Union representatives who are employees shall be granted leave of absence without pay in order to attend short special membership or Executive meetings of the Union. The Union shall provide the Employer with advance notice of not less than 24 hours. (b) The Employer recognizes the value to it of active participation of the employee in the activities of the employee's appropriate licensing body, and will not unreasonably withhold leave of absence for such participation. Such leave of absence will not entail any loss of the employee's regular salary. (c) Leave of absence with pay shall, subject to operational requirements, be granted to an employee to attend annual conferences of the appropriate licensing body. The Employer may reimburse an employee for the cost of attendance, including entrance or registration fees and necessary travel expenses.
