LIMITATION ON APPLICABILITY OF GRIEVANCE PROCEDURE. The exercise of any management prerogative, function or right which is not specifically modified by this Agreement is not subject to the grievance procedure or, as set forth above, to bargaining during the term of this Agreement. The application of the above management rights with respect to a particular employee or group of employees shall not be subject to settlement of disputes. Nothing in this Article is intended to inhibit or restrict informal, routine discussions of working conditions between the union and the County representatives. Such discussions are encouraged for the purpose of providing mutually advantageous conditions and a high level of service to the citizens of the County.
