Mandatory Certifications. (a) By entering into this grant agreement with the Government, the Recipient shall: (1) Certify whether the Recipient has a Tax Delinquency; and (2) Certify whether the Recipient has a Felony Conviction. (b) Before entering a Covered Transaction with another entity, a Participant shall require that entity to: (1) Certify whether the entity has a Tax Delinquency; and (2) Certify whether the entity has a Felony Conviction.
