Meeting with President. When the President determines that a reduction in force is necessary and has selected the layoff unit(s) to be reduced, the initial step shall be for the President to discuss the proposed layoff with the individual employee(s) in personal conference which shall be an informal proceeding. The matter may be resolved at this step by the use of alternatives such as reassignment, leave of absence, retirement, resignation, retraining, etc.
