Membership Communication. Inter-school mail facilities may be used for distribution of Association communications so long as such communications are labeled as Association materials. Copies of such Association communications will routinely be delivered to building Principals and the Superintendent. The Association may post notices of activities and matters of Association concern on designated bulletin boards, one (1) of which shall be provided in each faculty lounge. Such notices are to be labeled as Association materials and contain the name of the authorizing Association official.

Membership Communication. A. The Association shall have the right to use the employee mailboxes, and to post notices of activities and matters of Association concern on the Association bulletin board. The District shall provide a mailbox in the main office at each school labeled for outgoing KEA mail. The Association also agrees it will not seek to utilize employee mailboxes or to post any materials which are not in the best interest of the District or its normal operation. B. The Association agrees to indemnify and hold the District harmless for any and all claims which may arise from any mailed or posted Association material. C. The Association may use the District’s internal mail distribution system if those communications contain information concerning grievances and/or matters relating to joint KSD/KEA training or in-service opportunities. The Association shall indemnify and hold the District harmless against any and all claims, fines, demands, suits, attorney fees, or other costs as may result from any violation of law that may result from such use of the District’s mail service by the Association. D. The Association shall be a part of the District’s wide area network with the ability, consistent with the District’s adopted electronic access policy, to: (1) share designated files; (2) access the Internet; and (3) create and maintain a World Wide Web server. The District shall provide the KEA president and staff with e-mail accounts (including Internet e-mail). The Association shall be responsible for all telephone, equipment, hardware, software and labor costs for maintaining the Association’s local area network.
Membership Communication. The Association will be permitted to use the inter district mail facilities, including email, for the distribution of Association communications, provided that such use does not disrupt or interfere with normal school mail service and communication. Space shall be provided at each work site for an Association bulletin board. Notices of Association activities and matters may be posted on building employee bulletin boards. Such notices must contain the name of the authorizing Association representative.
Membership Communication. A. Each school site shall have an Association bulletin board located in an office or work area commonly accessed by employees (i.e. copy room, faculty room). The Association shall have the right to post notices of Association business and position openings on the Association bulletin board provided such notices are clearly identified as Association notices, and/or Association affiliate notices. Inter-school mail facilities, including email, may be used for distribution of Association communications so long as such communications are identified as Association materials, and/or Association affiliates’ materials, and so long as it is not a disruption of the instructional program. C. The Association and/or its affiliates shall assume sole responsibility for such notices or materials.

In Faculty Meetings The Association shall be given the opportunity to announce any regular or special meetings at regularly scheduled faculty meetings but no organizational business shall be discussed. Such announcement shall include only the date, time and place and may include a concise statement of the purpose of the meeting. Any other communication or announcement must be approved in advance by the principal. 2. Use of Mail Boxes and Bulletin Boards Duly authorized representatives of the Association shall be allowed to place Association notices, circulars, or other material (exclusive of local, state, and national political campaign material) dealing with activities or concerns of the Association in building mailboxes and on bulletin boards located in faculty lounges. A copy of any notices, circulars, or other material shall be provided to the building principal before being placed in mailboxes or on bulletin boards. The Association’s president or designee shall be allowed use of the district’s Staff Information Packet with the terms of Article X-A #2 and in accordance with the district procedures for submitting information into the Staff Information Packet; subject to the approval of the Superintendent, the association may access the SIP for the purpose of announcements of meetings, copies of notices and circulars.
Membership Communication. 20 The Association shall have the right to utilize bulletin boards in each faculty lounge in the District 21 or in a place of reasonable access to employees in the event faculty lounges are not in existence in a 22 given school. The Association shall have the right to use the intradistrict mail services, electronic 23 services, and network and employee mail boxes for communication purposes.
Membership Communication. The Association shall be the only employee labor organization having the right to utilize an organization bulletin board, at least one of which shall be provided in each faculty lounge of each school in the District, or place of reasonable access to employees but unavailable to students or the public generally, in the event faculty lounges are not in existence in a given school. Such use shall be for notices of activities and matters of Association business. The Association shall have the right to use employee mailboxes for communication purposes. The Association shall have the right to use a school's regular bulletin for announcement of Association meetings. Materials, publications, and/or written announcements may be distributed through personal contact, mailboxes and/or posting. Materials posted or distributed through mailboxes will have the date and the name of the individual posting, or the organization publishing such materials. A copy of publications distributed through the mailboxes will be provided to the building principal. A copy of publications distributed through the mailboxes and originating from the MEA office will be provided to the Superintendent or his/her designee. Any political publications will be distributed through the MEA building meetings or personal contact (such distribution shall be consistent with current practice). The communication processes herein set forth shall not be used to endorse political candidates, personal issues or exploit students or faculty.

Membership Communication. The District will provide the Association reasonable access to new employees of the bargaining unit for the purpose of presenting information about their exclusive bargaining representative to the new employees. The presentation may occur during a new employee orientation provided by the District, or at another time mutually agreed to by the District and Association. “Reasonable access” for the purpose of this section means: (a) The access to the new employees occurs within ninety days of the employee’s start date within the bargaining unit; (

The Association shall have the right to use the intra-district mail system and teacher mailboxes for communication purposes. The District shall provide a mailbox for the Association at the District Office. c. The Association may use the email system to conduct business related to its responsibilities as the elected bargaining unit representative and sole employee organization. Reasonable care will be taken by the Association and its members to use the system in a manner that reflects the fact that it is public property and its use shall be consistent with District Policy.
Membership Communication. The District will make available bulletin board space in each school for the exclusive use of the Association to post notices of their activities and matters of organizational concern. Such bulletin board space shall ordinarily not be available to students and the public. The Association will have the right to use intra District mail service and mailboxes (including electronic mail) for Association communication provided said use does not interfere with the operations of the District or require added costs for the District. An Association official shall be responsible for placing such notices in the mailboxes. Association use of these resources does not create an expectation of privacy for their use. The Association agrees to comply with any other limits placed on the District’s use of the resources identified in this section by the District’s provider or by legal authorities. Only materials which relate to the Association's role as bargaining representative shall be placed on bulletin boards and/or distributed through the District mail. Such materials shall be on official Association letterhead or by-lined by the appropriate Association official issuing the communication and shall not contain anything of a partisan political nature. Status reports on legislation shall not be considered partisan political materials. A copy of all materials distributed pursuant to this provision will be provided to the Superintendent or his/her secretary. The Association, when distributing materials only at one building will provide a copy of the material to the principal of that building. The Association may use regularly established District or building communication forums (intercoms, staff newsletters, staff bulletins, etc.) which are used to communicate with employees to inform members of Association business, such as meetings, deadlines or coming events. The Association, in the exercise of the privileges granted herein, shall not violate any state or federal law. Failure by the Association to abide by any of the provisions set forth herein shall be cause for the Superintendent to discuss the matter with the Association President. After such discussion any further abuse of this provision shall be cause for the District to cancel the Association's use of District mail service and/or bulletin board privileges.
