Mental Health Rehabilitative Services and Targeted Case Management Services. This section is effective September 1, 2014. For Members with severe and persistent mental illness (SPMI) and severe emotional disturbance (SED), Mental Health Rehabilitative Services and Targeted Case Management must be available to eligible STAR and STAR+PLUS Members. The MCO must maintain a qualified Network of entities, such as Local Mental Health Authorities (LMHAs) and multi-specialty groups, that employ providers of these services. Mental Health Rehabilitative Services include training and services that help the Member maintain independence in the home and community, such as the following.
