Metering Arrangements. (a) ABT compliant interface meters shall be installed as specified in the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006. The meters shall be provided by the STU or the Distribution Licensee as the case may be, at the cost of open access customers both at the injection and drawal points. The open access customers can opt for supply and installation of meters as per the standards recommended by the STU or the Distribution Licensee, as the case may be and approved by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings shall be taken by the Licensee as per the CEA regulations. (b) The ABT meters shall be open for inspection by any person authorized by the State Transmission Utility or the State Load Despatch Centre or the Distribution Licensee. (c) The STU or Distribution Licensee may provide Check Meters of the same specifications as that of the main meters. (d) The open access customer can have a standby meter of the same specification tested and sealed by the STU/Distribution Licensee. (e) Main and Check Meters shall have facility to communicate its readings to State Load Dispatch Centre / Distribution Control Centre on real time basis or otherwise. (f) The Main and Check Meters shall be periodically tested and calibrated by the generators/ Licensee as the case may be in the presence of other party involved. Both parties shall seal Main and Check meters. Defective meter shall be replaced immediately. The periodicity of testing, checking, calibration etc. will be governed by the regulations issued by the Central Electricity Authority in this regard. (g) Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorized officer of the STU/Distribution Licensee in the presence of the open access customer or his representative. (h) Check meter readings shall be considered when Main Meters are found to be defective or stopped functioning. Provided that, if difference exists between the readings of main and check meters, viz. main meter reading exceeds twice the percentage error applicable to relevant class, both meters shall be tested and the defective meter shall be immediately replaced and reading of other will be considered. (i) If during test or calibration, both the main meter and the check meter are found to have errors beyond permissible limits, the xxxx shall be revised for the previous 3 (Three) months or for the exact period if known and agreed upon by both the parties, by applying correction as determined by the STU or Distribution Licensee to the consumption registered by the meter with lesser error. (j) The open access customer shall check the healthiness of metering arrangement by superficially checking indicator lamps or by taking readings as frequently as possible. If both the main meter and the check meter fail to record energy either due to the blowing of the P.T. fuses or due to any other causes, the energy imported or exported may be arrived at based on the standby meter, if available, or by mutual agreement of the parties involved. (k) The main and check meters shall be tested for accuracy as per the CEA (Installation and Operation of meters) Regulations 2006 and amendments thereon. The meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory in the presence of parties involved. Both parties shall seal main and check meters. Both parties shall seal Main and Check meters. Defective meter shall be replaced immediately. The periodicity of testing, checking, calibration etc. will be governed by the regulations issued by the Central Electricity Authority in this regard.
(g) Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorized officer of the STU/Distribution Transmission Licensee in the presence of the open access customer or his representative.
(h) Check meter readings shall be considered when Main Meters are found to be defective or stopped functioning. Provided that, if difference exists between the readings of main and check meters, viz. main meter reading exceeds twice the percentage error applicable to relevant class, both meters shall be tested and the defective meter shall be immediately replaced and reading of other will be considered.

c. The Wind Energy Generator may request STU/distribution Licensee to provide Main Meters. The meters In that case he shall provide security to distribution Licensee and shall pay for its rent and Main Meter shall be provided maintained by the STU or the Distribution Licensee as the case may be, at the cost of open access customers both at the injection and drawal points. The open access customers can opt for supply and installation of meters as per the standards recommended by the STU or the Distribution Licensee, as the case may be and approved by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings shall be taken by the Licensee as per the CEA regulations.
(b) The ABT meters shall be open for inspection by any person authorized by the State Transmission Utility or the State Load Despatch Centre or the STU/Distribution Licensee.
(c) d. The STU or STU/Distribution Licensee may provide Check Meters of the same specifications specification as that of the main meters.Main Meters;
(d) e. The open access customer Wind Energy Generator can have a standby stand by meter of the same specification tested and sealed by the STU/Distribution Licensee.
(e) Main and Check Meters shall have facility to communicate its readings to State Load Dispatch Centre / Distribution Control Centre on real time basis or otherwise.
(f) f. The Main and Check Meters shall be periodically tested test checked for accuracy once in six months, and shall also be calibrated by the generators/ Licensee as the case once in a year. The meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory in the presence of other party parties involved. Both parties shall seal Main and Check meters. Defective meter shall be replaced immediately. The periodicity of testing, checking, calibration etc. will be governed by the regulations issued by the Central Electricity Authority in this regard.
(g) g. Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorized officer of the STU/Distribution distribution Licensee in the presence of the open access customer /STU and generator or his representative, if present.
(h) h. Check meter readings shall be considered when Main Meters are found to be defective or stopped functioningstopped. (4) The State Transmission Utility / Distribution Licensee may provide Check Meters of the same specification as Main Meters;
(5) The Wind Energy Generator can have a standby meter of the same specification tested and sealed by the State Transmission Utility / Distribution Licensee.
(6) The Main and Check Meters shall be tested for accuracy as per the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006. (e) The SPG can have a standby meter of the same specification tested and sealed by the Distribution Licensee/STU at the cost of SPG.
(f) The Main and Check Meters shall be test checked for accuracy as per the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006. The meters shall be provided by tested using NABL accredited mobile laboratory or at any NABL accredited laboratory in the STU presence of parties involved or the Distribution Licensee as the case may be, their authorized representatives at the cost of open access customers both at the injection and drawal points. The open access customers can opt for supply and installation of meters as per the standards recommended by the STU or the Distribution Licensee, as the case may be and approved by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings shall be taken by the Licensee as per the CEA regulations.

(i) If during the periodical test or calibration, both the main meter and the check meter are found to have errors beyond permissible limits, the xxxx bill shall be revised for the previous 3 (Three) months or for the exact period period, if known and agreed upon by both the parties, by applying correction as determined by the meter testing wing of the Distribution Licensee/STU or Distribution Licensee to the consumption registered by the meter with lesser error. The periodical testing of meters shall be done as per the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006.
(j) The open access customer SPG shall check the healthiness of metering arrangement meters (due to blowing of the Potential Transformer fuses or due to any other causes) by superficially checking indicator lamps or by taking readings as frequently as possible. If both the main meter and the check meter fail to record energy either due to the blowing of the P.T. Potential Transformer fuses or due to any other causes, the energy imported or / exported may be arrived at based on the standby meter, if available, or by mutual agreement of as agreed mutually between the parties involvedparties.
(k) The main and check meters shall be tested for accuracy as per the CEA (Installation and Operation of meters) Regulations 2006 and amendments thereon. The meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory in the presence of parties involved. Both parties shall seal main and check meters. Defective meters shall be replaced immediately.

(gf) Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorized officer of the STU/Distribution Licensee in the presence of the open access customer consumer or his representative.;
(hg) Check meter readings shall be considered when Main Meters are found to be defective or stopped functioningstopped. Provided that, if difference exists between the readings of main and check meters, viz. meter vis-à-vis main meter reading exceeds twice the percentage error applicable to relevant class, both meters shall be tested and the one found defective meter shall be immediately replaced and reading of other will be considered.;

(kj) The main and check meters shall be tested for accuracy as per the CEA (Installation and Operation of meters) Regulations 2006 and amendments thereon. The energy meters shall be provided at various locations as agreed between parties to the agreement and approved by the licensee in the drawing.

The open access customers can opt for supply and installation of meters as per the standards recommended by the STU or the Distribution Licensee, as the case may be and approved by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings shall be taken by the Licensee as per the CEA regulations.

Provided that, if difference exists between the readings of main and check meters, viz. main meter reading exceeds twice the percentage error applicable to relevant class, both meters shall be tested and the defective meter shall be immediately replaced and reading of other will be considered.
(i) If during test or calibration, both the main meter and the check meter are found to have errors beyond permissible limits, the xxxx shall be revised for the previous 3 (Three) months or for the exact period if known and agreed upon by both the parties, by applying correction as determined by the STU or Distribution Licensee to the consumption registered by the meter with lesser error.
(j) The open access customer shall check the healthiness of metering arrangement by superficially checking indicator lamps or by taking readings as frequently as possible. The interface meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory Time of Day (XXX) meters with appropriate communication facilities to be connected with SLDC / Control Centre;
(11) The REG shall comply with the scheduling provisions as specified in the presence of parties involved. Both parties shall seal main Commission’s regulations, orders and check meters. Defective meters shall be replaced immediatelycodes in force.

Potential Transformer fuses or due to any other causes, the energy imported or / exported may be arrived at based on the standby meter, if available, or by mutual agreement of as agreed mutually between the parties involvedparties.

(dv) The open access customer Power Generating Company can have a standby stand by meter of the same specification tested and sealed by the STU/Distribution LicenseeBoard.

The meters shall be provided by the STU tested using NABL accredited mobile laboratory or the Distribution Licensee as the case may be, at the cost of open access customers both at the injection and drawal points. The open access customers can opt for supply and installation of meters as per the standards recommended by the STU or the Distribution Licensee, as the case may be and approved by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings shall be taken by the Licensee as per the CEA regulations.
(b) The ABT meters shall be open for inspection by any person authorized by the State Transmission Utility or the State Load Despatch Centre or the Distribution Licensee.
(c) The STU or Distribution Licensee may provide Check Meters of the same specifications as that of the main meters.
(d) The open access customer can have a standby meter of the same specification tested and sealed by the STU/Distribution Licensee.
(e) Main and Check Meters shall have facility to communicate its readings to State Load Dispatch Centre / Distribution Control Centre on real time basis or otherwise.
(f) The Main and Check Meters shall be periodically tested and calibrated by the generators/ Licensee as the case may be NABL accredited laboratory in the presence of other party involvedparties involved or their authorized representatives. Both parties shall seal Main and Check meters. Defective meter shall be replaced immediately. The periodicity of testing, checking, calibration etc. will be governed by the regulations issued by the Central Electricity Authority in this regard.
(g) Reading of Main and Check meters shall be taken periodically at appointed day and hour by authorized officer of the STU/Distribution Licensee / STU and in the presence of the open access customer generator or his his/their authorized representative.
(h) Check meter readings shall be considered when Main Meters are Meter is found to be defective or stopped functioning. Provided , provided that, if difference exists between the readings of main and check meters, viz. meter vis-à-vis main meter reading exceeds twice the percentage of error applicable to relevant class, both meters shall be tested and the one found defective meter shall be immediately replaced and reading of other will be considered.
(i) If during the periodical test or calibration, both the main meter and the check meter are found to have errors beyond permissible limits, the xxxx shall be revised for the previous 3 (Three) months or for the exact period period, if known and agreed upon by both the parties, by applying correction as determined by the meter testing wing of the Distribution Licensee/STU or Distribution Licensee to the consumption registered by the meter with lesser error. The periodical testing of meters shall be done as per the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006.
(j) The open access customer SPG shall check the healthiness of metering arrangement meters (due to blowing of the Potential Transformer fuses or due to any other causes) by superficially checking indicator lamps or by taking readings as frequently as possible. If both the main meter and the check meter fail to record energy either due to the blowing of the P.T. Potential Transformer fuses or due to any other causes, the energy imported or / exported may be arrived at based on the standby meter, if available, or by mutual agreement of as agreed mutually between the parties involvedparties.
(k) The main and check interface meters shall have ABT Compatibility and digital communication facilities to be tested for accuracy as per the CEA (Installation and Operation of meters) Regulations 2006 and amendments thereon. The meters may be tested using NABL accredited mobile laboratory or at any accredited laboratory in the presence of parties involved. Both parties shall seal main and check meters. Defective meters shall be replaced immediatelyconnected with SLDC/Control Centre.

Metering Arrangements. (a) ABT compliant interface meters The metering arrangements with facilities to record export and import of energy shall be installed as specified provided in accordance with the Central Electricity Authority (Installation and Operation of Meters) Regulations, 20060000,Xxxxx Xxxx Electricity Regulatory Commission‟s Intra State Open Access Regulations, Tamil Nadu Electricity Distribution Code and Indian Electricity Grid Code / Tamil Nadu Electricity Grid Code in consultation with STU/Distribution Licensee. The meters shall periodicity of testing, checking, calibration etc., will be provided governed by the STU or the Distribution Licensee as the case may be, at the cost of open access customers both at the injection and drawal points. The open access customers can opt for supply and installation of meters as per the standards recommended Regulations issued by the STU Central Electricity Authority / Commission in this regard;
(b) Main and Check Meters shall have facility to communicate its reading to State Load Dispatch Centre / Distribution Control Centre on real-time basis or the Distribution Licenseeotherwise, as the case may be and approved specified by the Commission. The cost of meters and installation have to be borne by the open access customers and the readings Meter reading shall be taken by the Licensee as per the CEA regulations.
