Minimum Budgeted Positions. The County shall maintain the following minimum Budgeted positions under normal circumstances. 1. One (1) Captain for each Station on each shift. 2. A total of one hundred thirty-six (136) lieutenants will be assigned to shift work including “E” shift effective January 1, 2004.
