Modeling of External Capacity Resources. External Capacity Resources may be included in the M2M Entitlement calculation to the extent the Parties mutually agree to their inclusion. For the initial implementation of this M2M coordination process that will use 2009 through 2011 data to develop M2M Entitlements, PJM will be permitted to include its External Capacity Resources in the M2M Entitlement calculation.
