Modification or Withdrawal of Bids, Late Bids. a. Bids may be modified or withdrawn by written notice received in the office designated in Section I, paragraph 4, before the time and date set for the bid opening. b. If a bid is withdrawn in accordance with this Section, the bid security, if any, shall be returned to the bidder. c.
