Movements. 1. All step movement costs under this paragraph shall be included in the costs of collective bargaining and submitted to the respective legislative bodies for approval at the appropriate time. 2. For purposes of this paragraph, wherever the terms "bargaining unit" or "bargaining unit 03" appear, it shall also include bargaining unit 04. 3.
