MULTIPLE CERTIFICATION/LICENSURE. (DISTRICT NEED) - No employee may be involuntarily transferred to a different certification/licensure area unless he/she would otherwise by laid off, or is subject to displacement by a more senior teacher. Involuntary transfers shall not be used to avoid the necessity of a layoff of a less senior teacher, nor to create vacancies in order to hire new employees.
