Newly Eligible Consumers. Residential and small consumers of electricity that become Eligible Consumers after the Effective Date, including those that opt in or move into Municipality and those who complete or terminate other 3rd party supply contracts and have returned to Default Service, provided these consumers have not previously opted out of the Program.
