No New Staff Members. New staff members shall not be appointed during the three (3) month period referred to in Article 24.01 to fill any position for which a staff member whose security of employment is or may be affected by the technological change is qualified and capable of doing the work. This provision may be varied by mutual agreement or in an emergency.
