No Political Activities; No Substantial Lobbying Activities. The Corporation shall not participate in, or intervene in, any political campaign on behalf of, or in opposition to, any candidate for public office by publishing or distributing statements, or in any other way. No substantial or material part of the activities of the Corporation shall be devoted to the carrying on of propaganda, or otherwise attempting to influence legislation.
