Noninterference by City or Union. The City will not interfere with the rights of its employees to become members of the Union. The parties each agree that neither shall engage in practices intended to harass, coerce, or intimidate any employee regarding Union membership or nonmembership. Each will assume full responsibility of all materials published on behalf of each party.
