For each procurement covered by this Chapter, a procuring entity shall publish a notice inviting suppliers to submit tenders ("notice of intended procurement"), or where appropriate, a notice inviting applications for participation in the procurement. Any such notice shall be published in an electronic or paper medium that is widely disseminated and readily accessible to the public for the entire period established for tendering. Each Party shall maintain a gateway electronic site that includes links to all notices of procuring entities for procurements covered by this Chapter.
