Personnel records are confidential and access to personnel records of the employee shall be limited to the Director of Human Resources, the appointing authority, the Board of Supervisors, or their authorized representatives. Employees currently employed by the County of San Bernardino and/or their representatives, designated by the employee in writing, will be allowed to review the employee’s personnel records during regular business hours. Letters of reference and other matters exempted by law shall be excluded from the right of inspection by the employee. Negative information may be purged from the personnel records, subject to legal constraints, at the sole discretion of Human Resources or upon the request of the employee and upon approval of Human Resources and the employee shall be so notified. Employees desiring to review such records shall make such request in writing at least forty-eight (48) hours in advance to their appointing authority or Human Resources, Employee Benefits and Services Division.
