Obstruction of Traffic. The vehicle shall remain stationary only as long as necessary to complete a sales transaction and in no case shall remain stationary longer than ten minutes, shall be positioned when stationary in a manner which does not obstruct a normal traffic lane, and shall be operated in a manner which does not obstruct the normal flow of traffic; and
