Options following Stage 2. If there is no resolution of a matter following completion of Stage 1 and 2 of this Procedure, then any Party may pursue any other right that they might otherwise have. The Parties agree that the inability of the Coordinating Committee and Policy Committee to make a decision shall be considered a dispute. The Parties are encouraged to resolve disputes through alternative dispute resolution.
