In the interest of clarity and to avoid misunderstanding, the State shall not pay the Grantee for any costs relating to the Project except as specifically provided herein, unless the Parties enter into an amendment to this Grant Agreement.

Payment of Claims. A. Failure to complete the Project and expend state, local and/or private funds in accordance with this Grant Agreement may be considered a material breach of the agreement and shall entitle the State to impose sanctions against the Grantee including, but not limited to, suspension of all grant payments, and/or suspension of the Grantee's participation in IDNR grant programs until such time as all material breaches are cured to the State's satisfaction. Sanctions may also include repayment of all IDNR funds expended for activities that are not in the scope of the Project as set forth in Exhibits A and B.
G. Grantee must comply with the federal policies and regulations in Exhibit E, attached hereto and incorporated herein.
H. The payment of this Grant by the State to the Grantee shall also be made in accordance with the following schedule and conditions:
(i) This Grant Agreement must be fully executed,
(ii) All of the evidentiary materials required by Exhibit D., attached hereto and incorporated herein, must be submitted to and approved by the State, and
(iii) Any other grant conditions must be met to the State's satisfaction.
