Penal Allowances. For the purposes of this clause, the ordinary rate of pay shall be that applying on 1 December 1994. 11.2.1 Penal allowances shall be paid at half the ordinary time rate of pay, in addition to ordinary pay except for time worked on a public holiday which shall be paid at ordinary time rate extra.
