Per Se Contingent Facilities. Notwithstanding Steps 1-5, an Interconnection Facility or Network Upgrade of a higher-queued Interconnection Request shall automatically be deemed a Contingent Facility if such Interconnection Facility or Network Upgrade would be necessary for the proper functioning of the proposed Generating Facility (as defined in the LGIA).
