Permanent Vacancies or New Positions Created. Permanent vacancies or new positions created after the annual “Assignment Process” in the summer, and prior to March 1st of the following year, shall be filled by regular, certified/licensed personnel. Permanent vacancies or new positions created after March 1st shall be filled by long-term substitutes until the following “Assignment Process”.
