PRE-CONSTRUCTION DESIGN PHASE. A. Any information submitted by the Design-Builder, and any interim decisions made by the City, will be for the purpose of facilitating the design process and will not modify the Scope of Work or Design-Builder’s proposal unless the City and Design-Builder execute a Change Order or the City issues a Change Directive specifically identifying the change to the City’s Scope of Work.
