Press Releases and Monitoring Devices. During negotiations as described, releases to news media concerning negotiation sessions shall be made only with signed approval of both negotiators. Such releases will be composed and approved by the chief negotiators during the negotiations meeting. No monitoring or recording devices will be present while negotiating sessions are being conducted without mutual consent of the chief negotiators.
