Primary Services. (a) The Owner shall proceed with the installation or construction of Primary Services with all reasonable dispatch and shall complete all of the Primary Services within one (1) year after the date of the registration of this Agreement. The Director of Operations may extend the time for completion of Primary Services, as he may deem expedient upon the written application of the Owner.
